KIESTER CITY COUNCIL REGULAR MEETING MINUTES

The Kiester City council held a regular meeting on Monday, February 13, 2023, at the Kiester Community Center.

Mayor Doug Trytten called the meeting to order at 7:00 pm. Council Members Present: Hope Bauman, Larry Dahleen, Brandon Hagenson , Jason Kluender. City Maintenance: Gary Skartland; City Clerk: Doris Troll; Members from the public: Marcia Dahleen, Karen Busch, Judy Goggin, Vickie Savick, Al Bauman.

Agenda: Motion to accept agenda, by Jason Kluender, seconded by Hope Bauman vote 5-0 motion carried.

Council minutes: Motion to accept the January 9th , 2023 with changes , and the January 23, 2023 minutes by Hope Bauman seconded by Larry Dahleen ,vote 5-0 motion carried.

Claims: Motion by Hope Bauman seconded by Brandon Hagenson approving claims totaling $ 112.634.86 Vote of 5-0 motion carried.

Financials: Motion by Larry Dahlen, seconded by Hope Bauman, approving financials as presented. Vote 5-0, motion carried.

Past Due Water Billing: Motion to shut off on 1-25-2023 if not paid by Brandon Hagenson, Seconded by Jason Kluender Vote 5-0, motion carried

Ambulance: The EMSRB was down for the annually inspection, We have person interested in becoming an EMT Randi Duchene met with her on Sunday and had given a pager to show up for ride along,
Motion to accept report by Hope Bauman, seconded by Brandon Hagenson Vote 4-0. With hope Bauman abstaing.

Fire Department: They have had to order a part for the jaws of life. The fish fry served over 500 people. The we they were filling our paperwork for a grant for $ 40,000.00 toward a new fire truck. Motion to accept report by Jason Kluender seconded by Hope Bauman Vote 5-0, motion carried.

Library: none

Liquor Store: Carol was absent, The sales for January 2023 were the same as they were for January of 2022. Some of this was due to a rise in cost. Motion to accept report by Jason Kluender second by Bandon Hagenson
Vote 5-0 motion carried.

EDA: All rent is up to date, the new furnace is in at city Hall. The walls in the Historical society are ready to tape and mud. The EDA would like to go ahead with selling the creamery lot on a sealed bid with min of $ 2000.00 with stipulations that construction has to begin with 12 months and the Eda has to review the plans.

Hope Bauman made the motion to sell on a sealed for a minimum of $ 2000.00 with the stipulations that t stipulations that construction has to begin with 12 months and the Eda has to review the plans. This was Seconded by Jason Kluender, Vote 5-0. Motion carried. Annie Leibel will be coming from the County EDA to help them come up with a mission statement. They are also working on getting a list of all the home-based business and would like them posted at City Hall along brochures and business cards They are also working on getting a list of the properties and open lots that could be developed.

Public comment: The Eda was asked how they determined the minimum bid for the creamery lot.

Has the council considered planning for 3 to 5 years out on the budget.

Maintenance Report: . With the power outage over the weekend it effected certain areas of the 3phase electrical at the market, Fountain came out and repaired them there was no cause to what happened from Benco. Doug Trytten asked if was worth our while to get a generator for back up to save food, or one for the whole store. He was informed tht there will be one available once the Street project is completed. Doug asked if we could get one at home depot to run the coolers, so there is not the loss of thousands of` dollars in food. He Brandon informed that one from home depot would not work as it would have to be 3 phased. Then the mayor asked if the city had insurance. The Council then stated the market , not the city should cover the food insurance for such a loss.

The basement at city hall has been painted and boxes have been moved down for storage, Gary replaced bathroom door in city hall has been replaced. Gary will help the Historical Society with the remodel at city hall, Gary has the catch basins opened up for the rain to get into . Gary wanted to know it the city wanted to put out for sealed bid 2 items on is the garage door that came out of city hall, the Second one is the Red city Pick up. Motion by Brandon Hagenson, seconded by Larry Dahleen, vote 5-0 motion carried. The streets are getting better with this warmer weather.

Clerk Update: There is a bid in your packets from Braun to do core samplings for the infrastructure project that we need to pass. Motion by Brandon Hagenson seconded by Hope Bauman to approve the bid from Braun for boring. Vote, 5-0, motion carried.
The clerk is getting ready for Burkhart & Burkhart in person audit on February 20, 2023, Motion to accept report by Larry Dahleen seconded by Hope Bauman Vote 5-0, motion carried

Mayor Update: Doug wanted to know who was on the Market committee? Council, Informed him that the EDA committee is assigned the grocery store.. He then asked Al, the EDA representative at the meeting was asked about insuring food loss. The EDA told him the market’s insurance should cover food loss not the city. The city would cover the building and the coolers. Doug was then asked to talk to the Market groups boards of directors. Larry said you should check with Judy. , Doug said that Judy was not the board anymore as she retired, and that he had resigned, Larry asked about the Manger if she has resigned. Doug replied yes had resigned. Dough then called for a motion to accept the mayor’s report Brandon Hagenson made motion to accept the report that was seconded by Hope Bauman, vote 5-0, motion carried.

Motion to adjourn made by Dough Trytten, the council did not make a seconded as they felt a need to continue the conversation about the Market and the communications to the EDA From the EDA standpoint, then they got the lease signed after month of negotiation and stating that they could not pay what the EDA wanted, then turning around and hiring manager. In which they could not pay the city rent but had money to hire a manager the EDA feels like the Marker group board has left them in the dark. But when you have a problem, you expect the city to come in to take care of it, and pay for it. This has been a problem for many years. Can the grocery store support handing over the financials? That was spelled out in the lease? Larry asked Doug is he was still on the board, Doug said he resigned when he got elected Mayor. Larry asked if Jeff Passer was on the board and Doug Stated, he was done. Larry said it would have been nice to the the EDA know what is going on, Al asked who are to communicate with on the market group board?
Doug said Rick, Goemann, Curt Korn, and Jeannette Parriott. A member of the audience has asked about a shareholders meeting , and it was be in February, then hey changed it to March,. Hopefully, you can get some answers then. Doug then asked for a seconded to adjourn. Brandon seconded the motion made by Doug to adjourn the meeting. Vote 5-0, motion carried.
