KIESTER CITY COUNCIL REGULAR MEETING MINUTES

The Kiester City council held a regular meeting on Monday, January 23, 2023, at the Kiester Community Center.

Mayor Doug Trytten called the meeting to order at 7:00 pm. Council Members Present:, Hope Bauman. Jason Kluender, Brandon Hagenson, Larry Dahleen City Staff: City Clerk: Doris Troll Maintenance Gary Skartland Public: Katina Thrond, Carol Rinehart, Judy Goggin, Vickie Savick, Rich Walter, Karen Busch, Dawn Flaskerud, Kristy Flaskerud, Jacob Trytten, Al Bauman.

Agenda: Motion to accept agenda. Jason Kluender, seconded by Larry Dahleen, vote 5-0 motion carried.

Claims: Motion by Hope Bauman, seconded by Jason Kluender, approving claims totaling $68473.47 Vote of 5-0 motion carried.

Ambulance: going to do a recruiting push with social media items. Motion to accept report by Brandon Hagenson, seconded by Larry Dahleen vote 5-0, motion carried,

Fire Department: Kiester township will raise their fire protection amounts to the Fire department and to the ambulance.
Motion to accept the report Hope Bauman seconded by Larry Dahleen, vote 5-0, motion carried.

Library: The numbers for November were 78 and December were 65, December was down because of the weather being bad. There was a soup supper fundraiser for the library held in December and they were $483.00 in donations. We will give t hams away6 for Easter and a jellybean jar number guess, as well as hiding chocolate around the library for visitor’s finding. There will be a winter reading contest. At the end of each month there will be a drawing for a book and at the end of the contest, those entered will be a drawing for a quilt that Quilters Cottage has donated, along and Marsha and Larry Dahleen,
Dawn wanted to bring up the question why there was a committee for the library as they have a board. There was a discussion and then a motion by Hope Bauman seconded by Brandon Hagenson to dissolve the library committee. Vote 4-1, motion carried. With Doug Trytten voting against.

Liquor Store: Nothing to report. Motion to accept report by Brandon Hagenson seconded by Jason Kluender, Vote, 5-0, motion carried,

Mosquito Control: Rich Walter was present at the request of the council to have a conversation as to the whole mosquito spraying from the last season. After the discussion There was a motion by Jason Kluender seconded by Larry Dahleen. Vote 4-1 with Hope Bauman voting against.

Public Comment: One resident wanted to thank Mosquito Control for the job that they did last year as it was a very windy year and enough sprinkles that they could not spray.
Dawn also commented that they post the library meeting dated and times on the website.

EDA: nothing new to report. Al was wondering where were with the fuel tank at the creamery lot. He was informed that the state has not gotten back with the clerk yet.
Motion by Jason Kluender seconded by Hope Bauman to accept the report. Vote 5-0, motion carried.

Maintenance report: Bolton and Menk came and have gone through the water tower and filtration plant and the sewer pumps to see what will need to be done with the infrastructure project. The room in the basement has been painted and is ready for boxes to be moved in. There is concern as to the amount of heat there is in the basement. Gary asked the council what their ideas would be one suggested was to get a wall LP unit. Another one was to look at baseboard heating.
I will install the door for the city hall office this week.
The training schedule has come out for Water and sewer training to keep Gary’s license up. The new city pick is here. Gary was asked if the wall the market has been painted. He was waiting for a color match of paint from State Line Farm. Motion by Brandon Hagenson seconded by Jason Kluender to accept the report. Vote 5-0, motion carried.

Clerk Update: She has two personal appointments this week. Working on getting ready for the auditors and getting 1099’s and W-2 and just the daily work. Motion to accept report by Hope Bauman Seconded by Larry Dahleen, Vote 5-0, motion carried.

Mayor Update: Nothing to report other that he was added to the Region 9 board. Motion to accept the report was made by Brandon Hagenson Seconded by Hope Bauman, vote 4-0, motion carried with Doug Trytten abstaining.

Motion to adjourn made by Dough Trytten seconded by Jason Kluender Vote 5-0, motion carried.
