KIESTER CITY COUNCIL REGULAR MEETING MINUTES
Monday, January 9, 2023

The Kiester City council held a regular meeting on Monday, January 9, 2023, at the Kiester Community Center.

The clerk read a letter from the incoming mayor, who could not attend the meeting.

The clerk then gave the oath of office to The 2 council members voted in last November Larry Dahleen, and Jason Kluender
Then she turned the meeting over to the current Vice Mayor Hope Baumann.

Acting Mayor Hope Bauman called the meeting to order at 7:00 pm. Council Members Present: Jason Kluender, Brandon Hagenson; Larry Dahleen. City Maintenance: Gary Skartland; City Clerk: Doris Troll; Members from the public: Marcia Dahleen, Tine Thrond, Vickie Savick, Karen Busch, Judy Goggin, Jan Wilder, Suzanne Martin, Nicole Rosberg, Paul Martin, Al Bauman, Jerry Alphs, Carol Rinehart.

Agenda: Motion to accept agenda, by Jason Kluender, seconded by Larry Dahleen vote 4-0 motion carried.

Council minutes: Motion to accept the December 12, 2021, and the December 27, 2021 minutes by Brandon Hagenson seconded by Hope Bauman vote 4-0 motion carried.

Claims: Motion by Larry Dahleen seconded by Brandon Hagenson approving claims totaling $ 65,653.22 Vote of 54 motion carried.

Financials: Motion by Larry Dahlen, seconded by Hope Bauman, approving financials as presented. Vote 4-0, motion carried.

Past Due Water Billing: Motion to shut off on 1-25-2023 if not paid by Jason Kluender, Seconded by Brandon Hagenson Vote 4-0, motion carried

Ambulance: No report.

Fire Department: Jerry informed the council that after 29 years Brandon Hagenson has retired from the Fire Department. Jerry Alphs was present to present the officers for the 2023 calendar year. Chief: Jerry Alphs Asst chief: Jim Schroeder and Jordon Alphs, Captains: Nick Knutson, Sal Gonsalez, Training Officers: Dylan Hemingsen, Tyler Schroeder Fire Marshall: Ashley Schroeder, Secretary: Adam Shur;
Motion to accept officers as presented by Brandon Hagenson, seconded by Jason Kluender 4-0 Motion carried,

Library: none

Liquor Store: The top selling product out of the store last year was Busch light, There was an employee meeting. Carol informed the council she will be out of town from Feb 8 to Feb 14, 2023.

Eda: There is an interested party in the Creamery lot and asked where they were with removing the tank. The Clerk has a call in and as of today they have returned it. She will call again this coming week. The bids for the drywall in the Historical society room. There was some confusion what the bids were let out for and after rewarding the bid out, the winner came back and said that he misunderstood what the bid was to be as he quoted it over the phone, not seeing in person. Therefore, the Eda would like the council to award the bid to Adam Shur as he was still lower that the rebidding company Motion to award Adam Shur he bid by Brandon Hagensen seconded by Jason Kluender., vote 4-0, motion carried. They were also looking to the future and thought about adding housing up by the football field and would like to see if the excess dirt from the infrastructure project be placed up by the old ball diamond. The clerk will look into it.

Public Comment: The question was asked about building permits. It was explained that they are needed for outside work only not inside work; it was also said that they have an expiration date on them. I asked it of the council about the cars that have been on the street when we have a significant amount of snow. The way they wrote the current ordinance is written can be tagged and towed after we declare a snow emergency.

Motion by Brandon Hagenson seconded by Larry Dahleen to accept the appointments as listed above. Vote 4-0, motion carried.

Motion to accept the above committee assignments by Jason Kluender, seconded by Larry Dahleen. Vote 4-0 motion carried.

2023 Meeting Schedule: 2nd and 4th Monday of each month at 7:00 pm at the Fie Hall/ Community Center
With.

Election Judge pay: regular judge $12.00 per hour and Head Judge $14.00 per hour. This will include one meal for the judges.
Motion By Rich Goggin seconded by Brandon Hagenson Vote 4-0, Moton carried.
Motion to accept the above by hope Bauman and Brandon Hagenson. Vote 4-0 motion carried

Maintenance Report: There is a meeting with Bolton & Menk this week to review another draft of the project and Gary would like to have council members attend. The two that felt they could attend are Larry Dahleen and Brandon Hagenson. There was also a water issue at City Hall, the sewer line coming out in the back has a section that was removed and replaced with a smaller piping. So there for there is a spot that plugs up faster as the pipe goes from big to little back to big.

Next week they will look at the water plant for upgrade will need to be done for the infrastructure project.

Clerk Update: the clerk is getting ready for the audit on February 20, 2023, Changing over into the new year, and is currently having a computer issue with someone coming to look at it this week.

Motion to adjourn made by Jason Kluender and seconded by Brandon Hagenson. Vote 4-0, motion carried Acting Mayor Hope Bauman adjourned the meeting.
