KIESTER CITY COUNCIL REGULAR MEETING MINUTES

The Kiester City council held a regular meeting on Monday, December 27, at the Kiester Community Center.

Mayor Rich Goggin called the meeting to order to order at 7:00 pm. Council Members Present:, Hope Bauman. Jason Kluender, Brandon Hagenson, Larry Dahleen City Staff: City Clerk: Doris Troll Maintenance Gary Skartland Public: Jerry Alphs, Michelle Alphs, Marcia Dahleen, Karen Busch, Michelle Gurung, Al Bauman.

Agenda: Motion to accept agenda, with at addition of Building Permits., Hope Bauman seconded by Brandon Hagenson, vote 5-0 motion carried.

Claims: Motion by Hope Bauman, seconded by Jason Kluender, approving claims totaling $19,517.29 Vote of 5-0 motion carried.

EDA: The seconded reading of resolution 2022-20 Enabling the establishment of an Economic Development Authority. (EDA). Motion by Brandon Hagenson, seconded by Jason Kluender to approve the resolution. Vote 5-0, motion carried. Mayor Goggin, would like to appoint for the 2023 calendar year Council Members Larry Dahleen and Brandon Hagenson, From the public Al Bauman, Rich Goggin, Karen Busch, Jason Garvick, Michelle Gurung, Motion to accept by Jason Kluender, seconded by Hope Bauman. Vote 4-0. With Rich Goggin and Larry Dahleen abstaining.

Ambulance: we voted on officers for the 2023 year and they are as follows President Randi Duchene, Vice President, Travis LaCore, Secretary Amanda Volsen,, Treasure Doris Troll Maintenance Gary Skartland and Lee Schuman. We would also like the Retirement contributions to be increased monthly to move a one time increase of 20% to catch up for the last 11 years, and then a yearly increase that they will be asked for each year. Motion by Brandon Hagenson seconded by Rich Goggin to increase the retirement. Vote 4-0, motion carried with Hope Bauman abstaining.

Fire Department Jerry Alphs was present to ask for the officers to get paid. Chief: Jerry Alphs Asst chief: Jim Schroeder and Preston Alphs, Secretary: Adam Shur, Captains: Jordon Alphs, Sal Gonzalez, Fire Marshall: Ashley Schroeder, Training Officers: Dylan Hemingson, Tyler Schroeder. Jerry to be paid $500.00 and the rest $100.00. Motion to pay By Hope Bauman seconded by Jason Kluender. Vote 4-0, motion carried with Brandon Hagenson Abstaining. Michele requested the Council accept 30,000.00 and to be placed in a cd for equipment. Motion to accept by Rich Goggin seconded by Jason Kluender. Vote 4-0, motion carried with Brandon Hagenson abstaining.

Building Permits: we presented building permits for G Aske Motion to accept by Rich Goggin Seconded by Hope Bauman Hagenson. Vote 5-0. Motion Carries.

Public Comment: None

Maintenance report: there were 2 cars on the street from the last snowfall and has been contacted to move and did not the Sheriffs dept came and told them to move them or we will tow them.
The Deli cooler at the Market has had the thermostat go out and has been replaced under warranty.
The Department of health will be here to do the yearly samplings. Bolton and Menk were here to take samples for the water tower and the 2 wells.

Brandon Hagenson has talked to Scott Adams regarding the ticketing and towing of vehicles. The clerk will send over what our ordinances say. And in the next snow, they will be here to deal with it.

Clerk Update: there were 3 polices that the clerk would like to have on record of payments.
One policy is for cell phone use. The clerk and maintenance will receive $45.00 a month for reimbursement.
Motion by Rich Goggin seconded by Larry Dahleen, Vote 4-1, Motion carried. With Hope Bauman voting no.

One policy is for liquor store overtime policy for working on holidays that they are open. Motion by Brandon Hagenson, Seconded by Larry Dahleen, Vote. 5-0, motion carried.

One policy for to pay a Web site administer $50.00 per year. To one none city employee. Motion
by Brandon Hagenson seconded by Rich Goggin, Vote 5-0, Motion carried

A resolution to Move $500.00 from the Liquor store account to the General fund for the interest on the inter-fund loan at the liquor store. Motion by Larry Dahleen, seconded by Hope Bauman. Vote 5-0, motion carried.

Mayor Update: it has been an honor serving as your mayor and I am also sure that the city will be in great hands with the council and a looking for great things for Kiester.
