KIESTER CITY COUNCIL REGULAR MEETING MINUTES

The Kiester City council held a regular meeting on Monday August , 2022, at the Kiester Community Center.

Mayor Rich Goggin called the meeting to order to order at 7:00 pm. Council Members Present: Larry Dahleen, Hope Bauman. Jason Kluender, Brandon Hagenson was absent City Staff: City Clerk: Doris Troll; Maintenance Gary Skartland Members from the Public: Marcia Dahleen, Al Bauman, Karen Busch

Agenda: Motion to accept agenda, by Jason Kluender seconded by Hope Bauman, vote 4-0 motion carried.

Claims: Motion by Larry Dahleen seconded by Jason Kluender approving claims totaling 28,866.63 Vote of 4-0 motion carried.

Legal issue with County: according to the County they have no agreement. David, will be sending an agreement for us to review and approve. The council will wait for more information.

Follow update on County EDA: the market group was not present. The clerk called Annie Liebl in regards to the grab and go coolers. The clerk was informed that the coolers were put into the Market Groups name as there was not enough time to get the council to make the approval. The clerk would like emails addresses for the members.

Houses: the council just decided to send letters to the residents that have issues.

Reviews: Hope will Draft a review for the city to use and get it to Doris.

Budget: monies for the houses to be cleaned up, and to drop the ones that need to be dropped. Items to consider finishing the Community Center. Upgrades to City Hall should be also considered. Each Department should come to a meeting for the preliminary budgets, to 9-9-2022 for their preliminary budgets to Doris. Raising of the water and sewer rates. We can set Water, Sewer rates. in October, or November for January 1,2023.

Sign on county road 2 & hwy 22: designs were presented for the Kiester sign, There was discussion as to what choice. One concern was do they block the intersections. It was said that the Brick base is what has blocked it in the past. Do we Know where the right aways are before we set it up at. The thought of a different locations was discussed.

Public Comment: Could the Liquor Store be used for the new sign,. It also has been noticed that there are some intersections that you cannot even see around. The city will have Gary talk to the owners of the corners to see that we can get them adjusted to that you can see around.

Maintenance Report: Only that WCTA is laying their optic lines through town.

Clerk: ambulance: reports for the state and ambulance with their payments. Also looking into the budget number in detail

Mayor Update: Well finally tested negative for COVID.

One more thing; Are there any rebates that can we get from BENCO.
