KIESTER CITY COUNCIL REGULAR MEETING MINUTES

The Kiester City council held a regular meeting on Monday, April 11, 2022, at the Kiester Community Center.

Mayor Rich Goggin called the meeting to order at 8:00 pm. Council Members Present: Jason Kluender, Brandon Hagenson; Larry Dahleen, Hope Bauman. City Maintenance: Gary Skartland; City Clerk: Doris Troll; Members from the public: Judy Goggin, Katina Thrond, Diana Adams, Carol Rinehart, Jan Engebretson, Vickie Savick , Karen Busch, LaVonne, Vrieze, Lori Mehrhof, Brian Mehrof, Dawn Flaskerud Tammy Aadsen, Michele Alphs, Jerry Alphs, Al Bauman, Nicole Swanson,
Charlie Anderson.

Agenda: Motion to accept agenda, with the addition of Tammy Aadsen by Jason Kluender seconded by Brandon Hagenson, vote 5-0 motion carried.

Council minutes: Motion to accept the March 14, 2022 regular meeting minutes by Rich Goggin,, seconded by Hope Bauman, vote 5-0 motion carried.

Claims: Motion by Hope Baumann seconded by Jason Kluender approving claims totaling $27, 151.95 Vote of 5-0 motion carried.

Financials: Motion by Larry Dahlen, seconded by Hope Bauman, approving financials as presented. Vote 5-0, motion carried.

Past Due Water Billing: Motion to shut off on 3-21-2022 if not paid by Brandon Hagenson, Seconded by Jason Kluender Vote 5-0, motion carried.

Building Permits. Motion to approve building permits, for Kee Kafe, J Alphs. P Alphs, by Brandon Hagenson, Seconded Jason Kluender, Vote 5-0, motion carried.

Kiester Days: Planning for 6-24 and 6-25, 2002 with Friday a meal in the park, care show, Cribbage, and street dance, Saturday, Volleyball, Horseshoes, food provided by the Boy Scouts, Mini Donuts, and Traveling Tiki Bar, Crafts at the KTCC Beanbag tourney, Music at the Theatre, parade, and raffle drawings, Legion Steak fry and street dance.

Ambulance: There is a resignation from Rich Goggin. Brandon Hagenson Made a motion to accept with regret seconded by Jason Kluender Vote 3-0 motion carried with Goggin and Baumann abstaining.

Fire Department: Jerry presented four names for new fire department members of J Gonsalez, M Colstrup, S Hargis, T Wacek, motion to accept by Rich Goggin, seconded by Hope Bauman Vote 5-0. Motion carried.

Library: March numbers for the library were a total of 96 for the month and we will draw for the Hams

Liquor Store: We will be going to back to being open on Fridays form Noon to 9 pm, and Saturdays 11 to 9 pm Carol is working with a new Lottery rep. Carol is working on setting up sales for the upcoming Fishing opener. She is also working on getting cigarettes into the Liquor Store. Carol and Time will be going to the MMBA conference at the end of the Month and Vickie Savick, will be shown what will be needed to do while they are both gone.

Public Comment: A resident asked what we can do to clean up the properties. As they felt we have a lot of junk in the yards and houses that need to be repaired. There was a discussion as to how to handle it.

Covid Resolution: COVID monies, that the city will receive form the Fedreal Government is $50,488.39 Motion to take the standard deduction as per the auditors Motion to make resolution By Rich Goggin, seconded by Larry Dahleen vote 5-0, motion carries

Infrastructure/ Road project: the council had futher lengthy discussions as to the Grants/ loans and the road situation in Kiester. There then was a motion to go forward with the project by Rich Goggin, seconded by Larry Dahleen. Vote was taken by roll call Voting ya Goggin, Dahleen, Bauman, Kluender voting no Hagenson Vote 4-1, motion carried,

Clerk Update: None

Maintenance Report: There has been an issue at the water plant with the well, Morrison pump came and took a look at the pump to determine what is wrong .I will be discharging the ponds next week
The Merry go round at the park as been removed due to age and issues. County wide Solid Waste Collection date is May 21 from 9 am to noon.

There is a bid for upgrading the electrical at the market for their grab and go area. Motion by rich Goggin, seconded. No second motion dies due to lake of Seconded.

Mayor Update: Want to thank all of those who came to the Town Hall meeting.

Motion to adjourn made by Jason Kluender and seconded by Brandon Hagenson. Vote 5-0, motion carried Mayor Goggin adjourned the meeting.
