KIESTER CITY COUNCIL REGULAR MEETING MINUTES

The Kiester City council held a regular meeting on Monday, January 10, 2022, at the Kiester Community Center.

Mayor Larry Dahleen called the meeting to order at 7:00 pm. Council Members Present: Jason Kluender, Brandon Hagenson; Rich Goggin was via phone, Hope Bauman was absent. City Maintenance: Gary Skartland; City Clerk: Doris Troll; Members from the public: Marcia Dahleen, Jerry Alphs, Michele Alphs, Carol Rinehart, Tina Thrond, Nicole Swanson, Wayne Johnson, Karen Busch,

Agenda: Motion to accept agenda, by Jason Kluender, seconded by Brandon Hagenson, vote 4-0 motion carried.

Council minutes: Motion to accept the December 10, 2021, minutes by Brandon Kluender Hagenson seconded by Jason Klunder, vote 4-0 motion carried.

Claims: Motion by Larry Dahleen seconded by Jason Kluender approving claims totaling $ 41,361.07 Vote of 5-0 motion carried.

Financials: Motion by Larry Dahlen, seconded by Brandon Hagenson, approving financials as presented. Vote 4-0, motion carried.

Past Due Water Billing: Motion to shut off on 1-28-2022 if not paid by Brandon Hagenson, Seconded by Rich Goggin, Vote 4-0, motion carried

Ambulance: No report.

Fire Department: Jerry Alphs was present to present the officers for the 2022 calendar year. Chief: Jerry Alphs Asst chief: Jim Schroeder and Preston Alphs, Secretary: Adam Shur, Captains: Jordon Alphs, Sal Gonzalez, Fire Marshall: Ashley Schroeder, Training Officers: Dylan Hemingson, Tyler Schroeder.
Motion to accept officers as presented by Jason Kluender seconded by Larry Dahleen, Vote3-0, with Hagenson abstaining.

Library: none

Liquor Store: the spot check from the auditors was spot on. There were questions about how the inventory categories were off from the clerks. We will check monthly this in the future.

Public Comment: present to request from the City Council to help pay for the flooring in the Fire/hall/Community Center there were two bids one from Square Yard and from Adam Shur, Motion By Larry Dahleen have Adam Suhr redo the flooring as his quote included removal of the current floor. Seconded by Jason Kluender Vote, 4-0, Motion carried.
The Fire Department was also looking to remove the overhead heaters in the firehall/community center. Motion to remove heaters by Jason Kluender Seconded by Larry Dahleen. Vote4-0, motion carried.

2022 Meeting Schedule: 2nd Monday of each month at 7:00 pm at the Fie Hall/ Community Center with will be a voting meeting.
4th Monday of the month a working session at 7:00 pm at City hall/ City Office there will no votes or public comment.

Motion to accept meeting stated by Brandon Hagenson Seconded by Larry Dahleen. Vote 4-0, motion carried.

2022 Mayor Council/pay: Mayor is $55.00 per meeting and Council members at $40.00 per meeting,
The clerk will look into what will need to be done to raise pay.
Milage Rate: Per the IRS rate $.58.5 per mile
Election Judge pay: regular judge $12.00 per hour and Head Judge $14.00 per hour. This will include one meal for the judges.
Motion By Rich Goggin seconded by Brandon Hagenson Vote 4-0, Moton carried.

Infrastructure Project: There was a 17 page letter in the packets. The grant process is moving forward. Items that we need to do this meeting is to pass a resolution to Adopting the citizen participation plan and calling for a public hearing as part of the Small Cities Development Program Project. The Clerk read the resolution for this that is numbered 2022-01. Motion by to accept by Jason Kluender Seconded by Larry Dahleen, Vote 4-0. Motion Carried.
The next item is that the council members must sign off on a conflict-of-interest form. This is stating that, to their knowledge, there is no conflict of interest in the future with this project. If at a letter date they find there is a conflict, they will have to inform the city.

Maintenance Report: Fountain Refrigeration has been down to look at the old small freezer that is the back room. Seems in working order they will have to put a thermostat in and a monitor part. Gary has been placing silicone on the open cracks to help with the separation of the walls. We will get it up and running in the next week. Gary was also going to get a quote for a new compressor for that unit. It all goes well. They could shut the large freezer in the back off. There is also old equipment that will be moved out of the back area.

Clerk Update:

Resolution 2022-02 to accept donations for the Fire Department of $ 25,000.00 for them to use as they see fit.
Motion by Jason Kluender seconded by Larry Dahleen, Vote 3-0, motion carried, with Brandon Hagenson abstaining

Resolution 2022-03 motion to place $ 25,000.00 in a CD for the Fire Department..
Motion by Rich Goggin seconded by Jason Kluender. Vote 3-0, motion carried with Brandon Hagenson abstaining.

Mayor Update: None

Motion to adjourn made by Jason Kluender and seconded by Brandon Hagenson. Vote 4-0, motion carried Mayor Goggin adjourned the meeting.
