KIESTER CITY COUNCIL REGULAR MEETING MINUTES

The Kiester City council held a regular meeting on Monday, June 14, 2021 at the Kiester Community Center / Fire hall.
Mayor Rich Goggin called the meeting to order Council Members Present: Hope Bauman, Larry Dahleen, Jason Kluender, Brandon Hagenson; City Maintenance: Gary Skartland; City Clerk: Doris Troll; Members from the public: Carl Reinhardt, Judy Goggin, Dawn Flaskerud, Shane Steinke, Nicole Swanson.
Agenda: Motion to accept agenda, with the addition of a price cap on the garbage cans for the park.by Hope Bauman seconded by Jason Kluender, vote 5-0 motion carried
Council minutes: Motion to accept the May 5, 2021, special meeting minutes. By Hope Bauman seconded by Rich Goggin, vote 5-0 motion carried.
Motion to accept the May 10, 2021, regular meeting minutes By Hope Bauman seconded by Rich Goggin vote 5-0 motion carried.
Motion to accept the May 20,2021 special meeting minutes by Hope Bauman seconded by Rich Goggin, vote 5-0 motion carried.
Claims: Motion by Hope Bauman seconded by Brandon Hagenson approving claims totaling $ 59,616.39 Vote of 5-0 motion carried.
Financials: Motion by Rich Goggin, seconded by Hope Bauman approving financials as presented. Vote 5-0, motion carried.
Past Due Water Billing: Being aware of the Minnesota peace time order, we cannot shut off water, however the past due letters are still going out. Also, the $25.00 late fee has been added back to all late bills not paid by the 25Th of the month.
Building Permits: they presented Building permits for C Bowater, S Mclean, G Skartland,
Motion by Hope Bauman Seconded by Larry Dahleen, vote 5-0 motion carried.
Ambulance: the new rig is still waiting on an o ring that is a specialty part by Ford. They are hoping to have both ambulances in the Kiester day parade.
Library: there are two board members who terms are up. And the request to have Vicki Savick and Karen Busch on the board for 3-year terms. Motion by Goggin seconded by Hope Bauman to approve to the Library Board. Vote 5-0, motion carried, Numbers of patron’s at the library or April were 94 Adults and 21 Children, For May it was 94 Adults 16 Children. The winter reading program is done and prizes awarded. Now we are in a summer reading program from June to August. And for the adults we are having trivia questions 2 times a month and all they have to do is put their answer on a piece of paper and place in jar his will also run June to August. There was also a request from the library to block off main street on July 13th from 1 to 3pm so that they may have the County Canine unit here. Motion by Brandon Hagenson seconded by Jason Kluender to:
Liquor Store: Hired another person Jennifer Palmer, there has been an issue with Pepsi as to getting our orders, which has been resolved, Our sales are up from last year at this same point.
Public Comment: None.
Kiester Days Committee: The legion has requested to have the street blocked off on Saturday night for their street dance. Motion by Hope Bauman seconded by Larry Dahleen to let them have street closed off. Vote 5-0. Motion Carried.
Berma’s as also requested to have the street blocked off for Kiester days for night for their street dance and also again on Saturday for their bean bag tournament. They would also like to use the city picnic tables Motion by Brandon Hagenson Seconded by to Rich Goggin to let them have street blocked off and use the picnic tables. Vote 5-0, motion carried.
Kiester days questions, It was asked if the group had insurance to cover their events. Yes, they had turned in the certificate in to the clerk’s office.
805 West State Street: The homeowners would like to have city water and sewer, at their expense. There was a question of does the house need to be annexed in to the city before they can have city water/sewer. The council has asked the clerk to find out from legal stand point what would he recommended.
Maintenance Report: Discharging of the ponds is done. They sprayed last week for mosquitoes. I will have them come and spray again before Kiester days. I will work the park in this week. Adam & I I will help them out any way that is needed. Lance from Rural Water will be here July 26, 27 and 28 to smoke test the whole Town, I am going to have to have extra people help. As will as getting some sandbags ready. We have been working on getting everything ready for Kiester Days.
Hope wanted to acknowledge Jason, and Gary for helping with the County wide pick up event.
Clerk Update: only update is that I will be out of the office for 3 days because of a death.
Park Garbage Cans: There was a motion by Hope Bauman seconded by Rich Goggin to cap the cost of the garbage cans at $700.00 Vote 5-0, motion carried.
Mayor Update: The camera are ordered for the park and will be installed when they get here.
Motion to adjourn made by Jason Kluender and seconded by Brandon Hagenson Vote 5-0, motion carried. Mayor Goggin adjourned the meeting.
