KIESTER CITY COUNCIL REGULAR MEETING MINUTES

The Kiester City council held a regular meeting on Monday, April 12, 2020 at the Kiester Community Center / Fire hall.

Mayor Rich Goggin called the meeting to order Council Members Present: Hope Bauman, Larry Dahleen, Jason Kluender, Brandon Hagenson; City Maintenance: Gary Skartland; City Clerk: Doris Troll; Members from the public: Carl Reinhardt, Judy Goggin, Vickie Savick, Tamara Aadsen, Marcia Dahleen, Karen Busch, Dawn Flaskerud.

Agenda: Motion to accept agenda, by Hope Bauman seconded by Jason Kluender, vote 5-0 motion carried

Council minutes: Motion to accept the March 8, 2021 council meeting minutes with a correction of Gary has a very vague job description, by Hope Bauman seconded by Jason Kluender,, vote 5-0 motion carried.

Claims: Motion by Hope Bauman seconded by Brandon Hagenson approving claims totaling $ 59,391.35 Vote of 5-0 motion carried.

Financials: Motion by Larry Dahlen, seconded by Rich Goggin, approving financials as presented. Vote 5-0, motion carried.

Past Due Water Billing: Being aware of the Minnesota peace time order, we cannot shut off water, however the past due letters are still going out. Also, the $25.00 late fee has been added back to all late bills not paid by the 25Th of the month.

Building Permits: they presented Building permits for T. Haskins, and T Madsen, Motion by Brandon Hagenson Seconded by Jason Kluender, vote 5-0 motion carried.

Library Dawn Flaskerud reported the winners of the Easter ham giveaways were Judy Johnson, and Lori Korn. They reported that had 90 adults and 13 kids come to the library in February. The numbers for March were 91 adults, and 6 kids.

Liquor Store: Carol reported that Ron Doland had given his notice. And that she would like to Hire Janette Daubie, provided she passes the background check with a 90 day probationary period. If she works out, the council will approve at the next meeting.

Public Comment: 1. Quilters cottage reported that at the Shop Hop they had 65% of people have been to the Quilt shop, 40% never were new to Kiester, and 20% never knew Kiester existed.
2. The Quilter’s Cottage was asking to see if it would be possible for them to use the flag holder that is on the light pole outside of their building if the city was using it. It was more for special events than customers could find them.
3. I asked the questions if the city drug tested its employees? The city feels that for nowhere is no need.

4. I asked it to give permission for the Frontier cable guys to park along Front Street, as the regular truck drivers had filled it up and there was a truck parked 2 days along the empty lot on Main street.
Kiester Days Committee: Tommy Madden Aadsen was present to inform the council that the KTTC will sponsor Kiester Days this year. Wea re planning on fireworks on Friday pm. provided the funds are there for them as they will bus using them for a celebration of the Kee Theatre RE grand opening and 80th anniversary celebration.
The last events are subject to change as they are still working on finalizing everything.

One question asked of Tammy was if they had liability insurance coverage? She informed the council that for the fireworks they would and thought the city insurance would cover the rest. I informed her that as the city is not the sponsor of the event, KTTC will have to provide proof of coverage.
The council waited on approval until next month, until they had firmer information as to the last event listing.

Sealed bids for 3 point blade: the bids were opened up we had one from Mark Anderson for $755.00 and one form Lee Schumann for $605.00. Motion by Brandon Hagenson seconded by Jason Kluender to award the bid to Mark Anderson vote 5-0, motion carried.

Maintenance Report: The snow fence is down. Pot holes are patched. Gary started discharge this week.
Gary has also had a conversation as to capping the 3rd well off with Pollution Control, and there will be grant monies available this fall if we are not in a hurry to cap it off. The council told Gary lets wait for the fall and see if we can get grant monies.
The fencing at the old baseball field is falling apart, Motion to take down the fence by Brandon Hagenson seconded by Hope Baumann, l vote 5-0, motion carried.

Batchelor house: We have received a letter from the lawyer as to a prospective buyer for the house knowing that is has to be taken down. Because of the title issues, the lawyer feels it is in the best interest of the city to let the potential buyer deal with Batchelor’s.

Clerk Update: the board of appeals meeting is scheduled for April 26, 2021 at 3:00pm. We will need a quorum.
The condemned house that is up for giving up taxes. The county says. We can purchase it, or we can let it sit there with the hopes of someone purchasing. Motion to not purchase made by Brandon Hagenson Seconded by Rich Goggin, vote 5-0, motion carried.

I asked it of the clerk where we stood with the fines. She said I sent them off to David and would have to look into it.

Extra conversation: Gary has found a grappler for the skid loader by good thunder, and will get more info on it to see if it will work for us.

A member from the public asked where were we with the grant. The clerk informed that the last communication she had was the Bolton and Menk had a list of question for them they were working on.

Mayor Update: The City has received a certificate for excellent work on the Waste water system and reporting.

Motion to adjourn made by Jason Kluender and seconded by Brandon Hagenson. Vote 5-0, motion carried. Mayor Goggin adjourned the meeting.
