KIESTER CITY COUNCIL REGULAR MEETING MINUTES
Monday, January 11, 2021

The Kiester City council held a regular meeting on Monday, January 11, 2021 at the Kiester Community Center.

Mayor Rich Goggin called the meeting to order at 7:00 pm. Council Members Present: Hope Bauman, Larry Dahleen, Jason Kluender, Brandon Hagenson; City Maintenance: Gary Skartland; City Clerk: Doris Troll; Members from the public: Judy Goggin, Jan Engebretson, Carol Rienhart, Nicole Swanson, Leah Johnson, Jerry Alpha, Al Bauman.

Agenda: Motion to accept agenda, by Hope Bauman, seconded by Larry Dahlen, vote 5-0 motion carried.

Council minutes: Motion to accept the December 14, 2020 council meeting with corrections minutes by Hope Bauman seconded by Jason Klunder, vote 5-0 motion carried.

Claims: Motion by Jason Kluender seconded by Rich Goggin approving claims totaling $ 68,962.90 Vote of 5-0 motion carried.

Financials: Motion by Larry Dahlen, seconded by Hope Bauman, approving financials as presented. Vote 5-0, motion carried.

Past Due Water Billing: Being aware of the Minnesota peace time order, we cannot shut off water, however the past due letters are still going out. Motion to accept the list as and shut off is the governor’s orders have been lifted, presented by Brandon Hagenson, Seconded by Jason Kluender. Vote 5-0, motion carried. The clerk then questions the council if we wanted to add the late fees on again to the billing, They concluded that yes, the clerk can bill the late fees out.

Ambulance: No report.

Fire Department: Jerry Alphs was present to present the officers for the 2021 calendar year. Chief: Jerry Alphs Asst chief: Dan Willaby, Jim Schroeder, Secretary: Adam Shur, Captains: Jordon Alphs, Sal Gonzalez, Fire Marshall: Preston Alphs, Training Officers: Dylan Hemmingson, Tyler Schroeder.

Leah Johnson was here to update the city on the grant for a new washer and dryer for the Fire department. They have received the grant and will order the machines , the grant will also cover an electrical work that will need to be done.

Library: The library board presented 2 quotes for new blinds for the library as the current ones do not meet child proof standards, One quote was from Budget Blinds for $1264.00 and the other was from The Square Yard for $796.60. they also asked if the EDA could pay the bill as it was for the city Building. Motion to accept the Bid from the Square yard made by Brandon Hagenson seconded by Larry Dahleen, Vote, 4-0 motion carried with Hope Bauman abstaining.

Liquor Store: An update that for the calendar year there was a profit. So we are making progress. This item was tables until the city clerk could get some answers from the lawyer and auditors.

Historical Society: Al Bauman was present to ask the city council if there was any financial help that they could help out. This is tabled until the city clerk can get answers for the attorney was well as the auditors.

Motion to accept the committee appointments by Jason Kluender seconded by Rich Goggin, , vote 5-0 , motion carried.

Animal Shelter: Faribault county Human Society
City Towing company : Action Towing

Motion to accept the shelter and towing by Hope Bauman seconded by Bandon Hagenson Vote 5-0, motion carried.

Building Permits: were present for Precision Pork and D Mutchler. Motion by Brandon Hagenson seconded by Larry Dahleen. Vote 5-0, motion carried.

Public Comment: none

Maintenance Report: more signs have been ordered for the speeding and child issue along County road 2
The recycling program is going great, Adam is checking items coming in and informing the public of the changes.

Clerk Update: Working on getting info to the auditors. Finishing up with year end information,

Resolution 2021-01 to accept donations fro the ambulance of $ 13457.00 for them to use as they see fit.
Motion by Rich Goggin seconded by Jason Kluender, Vote 3-0, motion carried, with Hope Bauman and Rich Goggin abstaining

Resolution 2021-02 motion to accept donations for the Fire Department of $12700.00 to use as they see fit.
Motion by Hope Bauman seconded by Jason Kluender. Vote 4-0, motion carried with Brandon Hagenson abstaining.,

Mayor Update: The Mayor would like to say Happy New Year.

Other Business: the council decided to have a working session on Monday January 25, at 7 pm at City Hall
To discuss, Fee Schedule for ordinances, and for the exploration of an EDA Board.

Motion to adjourn made by Jason Kluender and seconded by Brandon Hagenson. Vote 5-0, motion carried Mayor Goggin adjourned the meeting.
