The Kiester City council held a regular meeting on Monday July 13, 2020 at the City of Kiester Offices
Mayor Rich Goggin called the meeting to order at 7:00 pm. Members present were, council Hope Bauman, Larry Dahleen, Jason Kluender, Brandon Hagenson Gary Skartland, city clerk Doris Troll, Members from the
Agenda: Motion to accept agenda, with the addition of Ambulance pay by Jason Kluender, seconded by Hope Bauman, vote 5-0 motion carried.
Council minutes: Motion to accept the June 8, 2020 council meeting minutes by Hope Bauman, seconded by Larry Dahleen, vote 5-0 motion carried.
Claims: A motion by Larry Dahleen seconded by Hope Bauman, to approve the claims for a total of
$ 46,319.91 Vote of 5-0 motion carried.
Financials: Motion by Brandon Hagenson, seconded by hope Larry Dahleen Bauman to approve financials as presented. Vote 5-0, motion carried.
Past Due Water billing: motion to shut off. by Jason Kluender seconded by Brandon Hagenson, vote 5-0 motion carried. Provided we can the state of Mn says we can due to the peace time emergency.
Building permits. Motion to approve building permits. For Living Life LLC, J Elvebak, R Wilde, T Adams, Z Johnson, with finding the contractor for one of the permits, by Brandon Hagenson, Seconded by Hope Bauman Vote 5-0.
Public Comment: none
Liquor Store Report: the window air conditioner is installed, and the intake vent has been put in the compressor room.
Covid Preparedness Plan: Per the state guidelines of having staff return to work, this plan is to be place, as well as each employee being given one. Motion to accept with adding a sign off sheet for each employee. Seconded by Hope Bauman vote 5-0 motion carried.
Ambulance pay: the ambulance was asking to pay for daytime on call hours for the rest of the year; There a discussion as to have the ambulance talked to the townships to help with mutual aid to support the ambulance.
Motion by Jason Kluender to pay for the rest of the year with the ambulance talking to the townships.
Seconded by Brandon Hagenson, vote 3-0 motion carried Rich Goggin and Hope Bauman abstaining.
Maintenance Report: Gary reported that he went to start the generator and it would not start. After further investigating there was water in the crank case. All repairs have been made and Gary now has a key to look the unit up. A call was also placed to the Sheriff’s as to file a report of foul play. Gary also said that the air conditioners have been installed and are in operation at the community Center, as was going to Adam paint the inside of the building with fresh paint. He was told to hold off as they will check with the fire department as what they have planned. Gary also reported that the new compressor at the market has already failed. A new one is on order and will installed as soon as it gets here. Gary was going to be removing the concrete for the compost site to take to the county to have crushed. He also was taking some of the recycle to the pond roads.
Carol informed Gary that there are a few big holes in the Liquor store lot.
Clerk Update: looking for election judges for the primary, the training will be done all online so this might make it harder to find judges. All Department heads will be getting a copy of current budget for them to start working on their budgets for next year. I have applied for the cares act monies, that is designed to help pay for the extra items that we need due to changes as of the Covid.
National night out: Tammy Aadsen has requested in March that the city consider doing a national night out in August, however with Covid she felt that it would be best not to hold it. and work on none for next year.
Mayor Update: Rich had contacted the Faribault county Eda to see if there was anything that they could do to help the business in the area. He was informed that there was not.
Motion to adjourn was made by Jason Kluender and seconded by Brandon Hagenson. Vote 5-0, motion carried Mayor Goggin adjourned the meeting.
