KIESTER CITY COUNCIL REGULAR MEETING MINUTES

The Kiester City council held a regular meeting on Monday March 9, 2020 at the City of Kiester Offices
Mayor Rich Goggin called the meeting to order at 7:00 pm. Members present were, council Hope Bauman, Larry Dahleen, Jason Kluender, Brandon Hagenson, city maintenance Gary Skartland, city clerk Doris Troll, Members from the public were; Judy Goggin, Jan Engebretson, Marcia Dahleen, Vickie, Savick, Nicole Swanson, Carol Rinehart.
Agenda: Motion to accept agenda, with the addition of phone at Firehall/ Community Center by Jason Kluender, seconded by Hope Bauman, vote 5-0 motion carried.
Council minutes: Motion to accept the February 10, 2020 council meeting minutes with corrections by Hope Bauman, seconded by Brandon Hagenson, vote 5-0 motion carried.
Claims: A motion by Hope Bauman, seconded by Jason Kluender, to approve the claims for a total of
$ 121,743.25 Vote of 5-0 motion carried.
Financials: Motion by Larry Dahleen seconded by Jason Kluender, to approve financials as presented. Vote 5
-0, motion carried.
Past Due Water billing: a Motion by Jason Kluender seconded by Brandon Hagenson to shut them off if not paid by the 25Th.
Resolutions: 1. Resolution # 2020-12 to move $ 500.00 From the Liquor Store Fund to the General fund for interest paid on loan Motion by Larry Dahleen Seconded by Hope Bauman, Voting ya Bauman, Dahleen, Goggin, Kluender, Hagenson
Voting negative none. Motion carried.
Public Comment: Marica asked for Connie Peterson, about the possibility of replacing the floor in the tea room
As some of the tiles are cracked and coming up. Marcia will get a quote for the council. She also asked if the audit report would be available to view before the auditors presented it to the council. Marica was informed that the council members will all get a copy before the special meeting that will have to be held on March 23, for the audit report and that if the public would like a copy after that they can contact the city clerk.
Fire Hall/ Community Center: Brandon asked if they could get rid of the phone in the building. He was informed that we can not due to it’s a public building and that the city has gone to VOIP (voice over internet)
Which will bring the bill down to $27.00 a month.
Maintenance Report: Gary meet with his surgeon on 3-4-2020, he has been given the all clear to run the payloader if need be, he is still on light duty and will see the Doctor again in early April. They had Empire pipe come down and camera Ringer street from just west of main to the down by he base fall field. They have found a good amount of buildup of sand as well as wipes and small pieces of PCV piping that they felt was a result of a residential repair on Ringer Earlier this year.
Clerk Update: Will be gone from 3-16 to 3-23 for clerks conference in St Cloud, Payroll will be done on Saturday and ready for Gary to distribute on Tuesday.
Mayor Update: Mayor Goggin has passed his EMT test.
Motion to adjourn was made by Hope Bauman and seconded by Jason Kluender. Vote 4-0, Acting Mayor Dahleen adjourned the meeting.
