KIESTER CITY COUNCIL REGULAR MEETING MINUTES
Monday February 10, 2020

The Kiester City council held a regular meeting on Monday February 10, 2020 at the City of Kiester Offices

Acting Mayor Larry Dahleen the meeting to order at 7:00 pm. Members present were, council Hope Bauman, Jason Kluender, Brandon Hagenson Gary Skartland, city clerk Doris Troll, Members from the public were; .
Marcia Dahleen, Vicki Savick, Judy Goggin, Jan Engebretson, dawn Flaskerud, Tammy Aaden, Jon Seedorf.

Agenda: Motion to accept agenda, by Jason Kluender, seconded by Hope Bauman, vote 4-0 motion carried.

Council minutes: Motion to accept the January 13, 2020 council meeting minutes with corrections by Brandon Hagenson, seconded by Hope Bauman, vote 4-0 motion carried.

Claims: A motion by Hope Bauman, seconded by Jason Kluender, to approve the claims for a total of
$ 28,070.31 Vote of 4-0 motion carried.

Financials: Motion by Hope Bauman, seconded by Jason Kluender, to approve financials as presented. Vote 4-0, motion carried.

Past Due Water billing: a Motion by Brandon Hagenson, seconded by Jason Kluender to shut them off if not paid by the 25Th of February provided we can get to the curb stop due to the snow and the frost.

Water Tower Media at the filter plant: We had been advised by KHC the contractor for replacing the media in the water that we would need a permit from the Department of Health. This should be written by the cities engineers (Bolton & Menk). Doris felt that the Council should be made aware that the cost was to be approximately $ 3000.00 to $ 5000.00 to write the permit to the state and would like the council to vote on it. Motion to have Bolton & Menk Write the paperwork for the permit to submit to the state by Hope Bauman Seconded by Jason Kluender, Vote 4-0 motion carried.

Kiester Days: Tammy Aadsen was present to inform the council the Kiester Days Committee with be under the Kiester Town & Country Center. And are planning for the June 25 to June 28, they are just in the beginning stages, Everything will be like in the past with the exception that they will not have any fireworks this year.
As all the monies that were donated last year have been returned to the donors. Tammy was asked about liability insurance for the group. She informed the council that Rick Goeman was working on that for them.

Resolutions: 1. Resolution # 2020-02 to accept a donation Of $ 25000.00 from the Kiester Fire relief Association for deposit into a Cd. Motion by Jason Kluender Seconded by Hope Bauman, Voting ya Bauman, Dahleen, Kluender, voting negative none. Abstaining Brandon Hagenson. Motion carried.

2. Resolution # 2020-01 to accept donation of # 4522.50 for the Ambulance that are to used as they feel fit.
Motion by Jason Kluender , Seconded by Brandon Hagenson, Voting YA Dahleen, Kluender, Hagenson, voting negative none. Abstaining Bauman, Motion Carried.

3 Resolution # 2020-03 to move Fire Department Mutual aid of $ 11606.90 into a CD. Motion made by hope Bauman, Seconded by Larry Dahleen, voting ya Bauman, Dahleen, Kluender, voting negative none, abstaining Hagenson.

Retail Center: The water heater at the retail center has started to leak. the water heater needs to be replaced as the Tea room need to have hot water as well as the public bathrooms . There quote form Brownies to Replace the water heater for $ 1326.00 which would include the electrical. Motion to accept the bid and replace the water heater. by Brandon Hagenson seconded by Jason Kluender.

Public Comment: Marcia thanked the council for the replacing of the water heater. Another resident asked the council what took so long for the plowing over this last weekend after the storm. The council answered his questions the beat as they could without Andy Biddle there to answer.

Maintenance Report: Gary will meet with his surgeon on 3-4-2020. He is hoping that he will be put back to light duty.

Clerk Update : The auditors are coming on Monday 2-17-2020.

Liquor Store Larry reported that the sales were down for December 2019 as well as January 2020, There was a comment made that Bermas sales were also down for this time period.

Motion to adjourn was made by Hope Bauman and seconded by Jason Kluender. Vote 4-0, Acting Mayor Dahleen adjourned the meeting.
