KIESTER CITY COUNCIL REGULAR MEETING MINUTES
Monday January 13, 2020

The Kiester City council held a regular meeting on Monday January 13, 2020 at the City of Kiester Offices

Mayor Goggin called the meeting to order at 7:00 pm. Members present were, council Larry Dahleen Hope Bauman, Jason Kluender, Gary Skartland, city clerk Doris Troll, Members from the public were; .

Agenda: Motion to accept agenda, by Hope Bauman, seconded by Larry Dahleen, vote 4-0 motion carried.

Council minutes: Motion to accept the December 9, 2019 council meeting minutes with corrections by Larry Dahleen seconded by Hope Bauman, vote 4-0 motion carried.

Claims: A motion by Hope Bauman, seconded by Larry Dahleen, to approve the claims for a total of $73,294.56. Vote of 4-0 motion carried.

Financials: Motion by Larry Dahleen, seconded by Jason Kluender, to approve financials as presented. Vote 4-0, motion carried.

Past Due Water billing: a Motion by Jason Kluender seconded by Hope Bauman to shut them off s not paid by
The 28th of January.

Ambulance: Tonia LaCore presented the officers President Travis LaCore, Vice Tonia Lacore Secretary Amanda Volsen Treasurer Doris Troll, Training Officer Cathy Wilde and Maintenance is Gary Skartland.
There then was discussion that was started as to how their election was handled. It was determined that this was an ambulance issue and the council took no action on them.

Fire Department: Fire chief Jerry Alphs gave a report on the fire department.
The department had Three members retire Jason Kluender, Brian Haroldson and Jim Olson retired.
We had added three more members on as of Jan 1st.
The chief asked the council to approve funding for training the new members at a cost of approximately $1,120 per member. The cost will be reimbursed by the state when the new members pass their training. The rest of the department will be attending fire school in March and April. The department requests the city pay for the cost of the hotel rooms for firemen attending fire school.

There was also a discussion in regards to having the Fire Department take over the Community center as to the needed updating on the building.

The fire department officers are Chief Jerry Alphs, Assistant Chief Dan Willaby, and Jim Scroader, the Captians are Jordon Alphs, Sal Gonsalez, Training officers are Tyler Schroader and Dylan Hemingson Secretary is Adam Shur, Fire Marshal is Preston Alphs. Motion to approve officers by Jason Kluender seconded by Hope Bauman, vote 4-0 motion carried.

Open Council Seat: David Frundt the city attorney has joined the meeting to help oversee that we follow the proper procedure for filling our open seats. Doug Trytten, Vicki Savick, Tonia LaCore, and Brandon Hagenson all gave a 3-minute talk on as to why they should fill the open council seat. It was explained that the council did not have to make a choice tonight. The council chose to decide tonight. There was a nomination of Vickie Savick, by Hope Bauman however it dies for a lack of a second. There was a nomination of Brandon Hagenson by Larry Dahleen, it was seconded by Jason Kluender, with a vote of 3-0. Brandon is our new Council member.

Mayor Goggin thanked all the candidates for their interest in the open city council seat.

Swearing in: The clerk gave Brandon Hagenson the oath of office and was asked to join the council table.

Temporary Plow replacement. The council has chosen to approve the hiring of Andy Biddle as the main replacement and Marcus Elvebak as a back up. Motion Larry Dahleen Seconded by Jason Kluender, vote 5-0, motion carried.
It was discussed as to what the pay rate should be. The Council decided to hire them at $ 11.00 per hour as they were temporary A motion to make a resolution was made by Larry Dahleen seconded by Jason Kluender, vote 4-0, vote 4-0.

Water Heater in city hall: The water heater is here and we have a bid from Brownie’s now we are waiting on The electrician for a quote to update. There was a motion by Brandon Hagenson seconded by Jason Kluender to approve the updates as long as the total bill does not go over $ 750.00

2020 Meeting Schedule-2nd Monday of each Month @ 7:00 p.m.\

2020 Mayor/Council Per Diems=Mayor $55.00 per mtg/Council $40.00 per mtg.

Mileage Rate=per the IRS Rate $ 057.5 per mile motion by Hope Bauman Seconded by Jason Kluender, ,vote 5-0, motion carried.
Election Judge Pay=$10.00/minimum wage Head Judge $ 12.00 Motion by Hope Bauman, seconded by Brandon Hagenson, motion carried.

Meeting Place: City Offices on the 2nd Mondays of the month at 7 PM.
Vote 5-0, motion carried.

Public Comment: A resident asked what meetings the council members were paid for she feels that they need a raise.
There was motion to raise the council members rate per meting to $50.00 by Larry Dahleen Seconded by Jason Kluender, vote of 4-1, motion carried.
She asked to the tapes were taking during the meets if there was a sign out sheet for them. She was told no as it is public information and anyone who comes in with a thumb drive they can get a copy of it.

Maintenance Report: Gary will have surgery on the 22 of January , Adam will do readings from lift station every morning and Jason Kluender will do the water readings every day. Larry Wigern has retired from the water and sewer business. The recommendations is to use Andy Biddle or Boehn out of Mapleton, to do any water breaks. The Tires on the Bobcat have been replaced.

Clerk Update : The auditors are coming on 2 separate days this year. And they will be her on Jan 15.

Mayor Update: there was meeting in regards to ambulances services with state legislators that was attended
Where we were able to voice some of our opinions.

Motion to adjourn was made by Jason Kluender and seconded by Brandon Hagenson. Vote 5-0, mayor Goggin adjourned the meeting.
