KIESTER CITY COUNCIL REGULAR MEETING MINUTES
Monday December 9TH, 2019

The Kiester City council held a regular meeting on Monday December 9, 2019 at the Kiester city hall.

Mayor Goggin called the meeting to order at 7:00 pm. Council members present were Hope Bauman, , Larry Dahleen, and Jason Kluender. City personnel present were city clerk Doris Troll and maintenance man Gary Skartland. Members from the public were Judy Goggin, Jan Engebretson, Marcia Dahleen, Vickie Savick, Carol Rinehart, Trina Bendickson, Brandon Hagenson, Nick Kresbsbach.

Agenda: Motion to accept agenda with the additions of Proposal for retail center and wages for Gary and Doris. by Jason Kluender seconded by Larry Dahleen, vote 4-0 motion carried.

Council minutes: Motion to accept the council meeting minutes for November 25, 2019, by Hope Bauman and seconded by Jason Kluender vote 4-0 motion carried.

Claims: A motion by Larry Dahleen seconded by Jason Kluender to approve the claims, of $ 14,095.96. Vote of 4-0, motion carried.

Financials: a motion by Hope Bauman seconded by Larry Dahleen to accept the financials as presented. Vote 4-0, motion carried.,

Past Due Water bills: Motion by Jason Kluender, seconded by Hope Bauman to shut off the water of residents whose water bills are three months overdue and have not paid in full by the 23th of December. Vote 4-0 motion carried.

Building permits: Permit was presented for T Baynes, and D Troll Motion by Hope Bauman seconded by Jason Kluender. Vote 4-0, motion carried.

Fire Department: Brandon Hagenson was present to inform the council of the retirements of Jason Kluender, Brian Harldson, and Jim Olson. A motion by Hope Bauman Seconded by Larry Dahleen to accept the resignations. Vote 3-0 motion carried with Kluender abstaining. The Mayor thanked the three for their years of service.
Brandon also asked to have the clerk check some of the coding of some of bills as they were not fire department bills.

Budget:
The council was presented the final budget of $302,621.37 which would be a 3% over last years budget. The breakdown of monies are as follows: General fund $ 173,718.87 Ambulance $ 37,000.00 Library $ 9600.00, Fire Department $ 27,750.00 and the EDA $ 54,552.50. Motion to approve next years Tax Levy by Jason Kluender seconded by Larry Dahleen. Vote 4-0, motion carried.

Public Comment: Cookie reported on what the active living group was planning on doing next spring. They want to paid crosswalks and well as hold a bike rodeo in the Market parking lot. Another resident was here to ask question in regard to the proposed tax statement they received and wanted to know why their taxes were so high. It was explained that that was a estimate of what everyone wants for taxes however most of the times those number are higher than what everyone needs. It was also explained that the value of their property is also taken into consideration into the tax mix and if they feel their property value is too high they need to call the county assessors office.

Ordinance: For requiring house numbers. the Council was present an ordinance stating that all houses in Kiester must have numbers that visible for emergency services. Motion to adopt the ordinance number 150.07 made by Jason Kluender seconded by Hope Bauman, vote 4-0 motion carried.

The League of Minnesota City Insurance Trust was requesting to now if we wanted to waive the torte limits with a claim payout. A Motion to not waive the torte limits was made by Larry Dahleen seconded by Jason Kluender, vote 4-0, motion carried.

Credit Card: an application for a city credit card was presented to all council members and they were asked to look it over and we would discuss it at a later meeting.

Retail proposal: there was a proposal for the heat exchanger as well as the whole heating system. This is just one proposal and we will be getting others.

Wages: for Doris and Gary: It was brought to the council attention that there is no holiday pay for Full time employees.
There was a motion of paying the fulltime staff 9 paid holidays, and the ability to carryover 1 years’ worth of vacation time and a pay increase for Gary and Doris to $ 18.00 by Larry Dahleen seconded by Hope Bauman, vote 4-0 motion carried.

Maintenance report: none

Clerk update: Year end and FEMA paperwork.

Mayor update: Mayor Goggin made plea to residents to consider being on the ambulance as we are very close to losing this service, in our area for lack of people that are willing to take the training. This created a whole discussion in regards to the ambulance and how the residents also need to get on board with getting a hold of state legislators and senators to the crisis and how are they willing to help.
