KIESTER CITY COUNCIL REGULAR MEETING MINUTES
Monday September 9 TH, 2019

The Kiester City council held a regular meeting on Monday, September 9 Th, 2019 at the City of Kiester Offices

Mayor Goggin called the meeting to order at 7:00 pm. Council members present were Hope Bauman, Larry Dahleen, Rich Jensen, and Jason Kluender. City personnel present were city clerk Doris Troll and maintenance man Gary Skartland. Members from the public were Jan Engebretson, Judy Goggin, Marcia Dahleen, Dawn Flaskerud, Kristy Flaskerud, Carol Reinheart.

Agenda: Motion to accept agenda with the removal of financials and the addition of City Hall. by Rich Jensen, seconded by Larry Dahleen, vote 5-0 motion carried.

Council minutes: Motion to accept the council meeting minutes for August 28th, 2019 with the addition of Jason Kluender be added to those present. by Rich Jensen and seconded by Hope Bauman. vote 5-0 motion carried.

Claims: A motion by Hope Bauman seconded by Larry Dahlen to approve the claims, of $ 10,765.10. Vote of 5-0, motion carried.

Financials: with the short week the clerk was unable to complete all financial and with be presented at the next meeting.

Past Due Water bills: Motion by Rich Jensen, seconded by Jason Kluender, to shut off the water of residents whose water bills are three months overdue and have not paid in full by the 16h of September Vote 5-0 motion carried.

Public Comment: none

Liquor Store: The Committee was received a letter of resignation from Trina Bendickson, A motion bay Hope Bauman seconded by Jason Kluender to accepted her resignation effective 9-12-2019. Vote 5-0, motion carried. Mayor Goggin on behalf of the city council wished Trina well and thanked her for your year of service to the Kiester Liquor Store.

The committee then recommended Hiring Carol Rinehart to be the Manager/ head Cashier at $ 12.00 per hour. Motion by Kluender to Hire Carol seconded by Larry Dahleen, vote 5+-0, motion carried.

The Kiester Library: There was a discussion as to some dampness in the basement of the Library and that a dehumidifier should be purchased. Motion by Hope Bauman seconded by Rich Jensen to have Gary go and purchase one. Vote 5-0, motion carried,

Judy Goggin reported that they had 2 resignations off the Library Board, that of Carol Soma, and Kristy Flaskerud, A motion by Jason Kluender and seconded by Larry Dahleen to accept both resignations Vote 5-0, motion carried.,

Judy also informed that council that the Library Board would like to Hire Kristy Flaskerud as the head Librarian at the Rate of $ 9.86 per hour for no more than 10 hours a week. Motion by Rich Jensen seconded by Hope Bauman to Kristy. Vote 5-0, motion carried.

Mayor Goggin brought up the fact that there is no hot water up at city hall. There was a discussion as to what to do. There is an extra water heater in Retail Center in the room where the Beauty shop was. Gary is to investigate moving up to city hall and havening it wired.

Meetings: Rich Goggin proposed going back to one meeting a month, Motion by Kluender seconded by Rich Jensen to go to one meeting a month starting in Nov. vote 5-0, motion carried.

Maintenance report: Gary reported that the lines have been repainted on Main Street, He is waiting for more paint to finish the handicapped spots. Arnie’s pump will be coming the 1st part of October to service the well pumps. Gary also had the gentleman come down to look at the media at the water plant and recommended that we replace it. Gary was going to start discharging the ponds to get the levels down before winter. He is doing was much work as his shoulder will allow him, he will be getting a MRI done later this month to determine if he will need surgery.

Clerk update: Still working with the budget, we will have to set the primary number at the next meeting. and will be out of the office on Thursday 9-19 and 9-20 for a training session in Human resources.

Mayor update: Mayor Goggin talked with the couple that purchased tow of the homes that they are rehabbing and are looking to sell them outright. He also has a goal to help to grow Kiester and has some ideas that will help. The state of Iowa got on the hemp wagon. Larry asked if the bank had the video on the processing of hemp. Rich was going to talk to them again. A resident asked about if there is any thing that can be done with the yards that have excess junk in them. With the ordinances now in play we can send letters to residents and aske them to clean up the yards. Rich and Doris will sit down and work on the fee schedule for the fines. And will be looking at whom the letters should go out to.,
A resident stated that they had a truck go up on Ringer weight restriction signs up or signs that state no trucks allowed.

Motion to adjourn made by Rich Jensen seconded by Jason Kluender Vote 5-0, motion carried.
