Monday June 24, 2019


The Kiester City council held a regular meeting on Monday June 24, 2019 at the City of Kiester Offices

Mayor Goggin called the meeting to order at 7:00 pm. Council members present were Hope Bauman, Larry Dahleen, Rich Jensen, and Jason Kluender. City personnel present were city clerk Doris Troll and maintenance man Gary Skartland. Members from the public were; Marcia Dahleen, Judy Goggin, Cathy Oldfather , Elli Van Deer, Myrna Sorenson, Peggy Bivins, Pricilla Holst, Kristy Flaskerud, Dawn Flaskerud, Jill Ross, Eva Gaydon, Carol Rienhart

Agenda: Motion to accept agenda by Rich Jensen, seconded by Jason Kluender, Vote 5-0, motion carried.

Council minutes: Motion to accept the council meeting minutes for 10th June 2019 by Larry Dahleen, seconded by Hope Bauman ,Vote 5-0,motion carried.

Claims: A motion by Larry Dahleen, seconded by Jason Kluender, to approve the claims for a total of $14,624.13. Vote of 5-0 motion carried.

Public Comment: a resident asked if the Farmers Market asked If they could use the Public/ Grocery store lot to sell their goods this year.

Library: Judy Meyer and Ruth Peterson both have placed their letter of resignation into the city. Motion by Jason Kluender seconded by Hope Bauman to accept their resignations. Vote 5-0, motion carried,
Rich thanked both for their years of service to the city and the library.

According to MN statues 134.09 the Mayor can appoint a library board. With that being the law. Rich has asked and found the following people to be on the board.
Marcia Dahleen, Jan Engebretson, Judy Goggin, Mary Aske, Wendy Nickel, Jill Ross, Dawn Flaskerud,
Kristy Flaskerud, and Carol Soma.

A motion by Jason Kluender seconded by Larry Dahleen, accept the list as read. Vote 5-0, motion carried.

The next question was what to do with the Library now that Judy and Ruth are gone, there were discussions as to if it should be left at the school or moved and if moved where to.
A motion by Rich Jensen seconded by Larry Dahleen to move the library to the clinic building until UHD or another medical provider would like to come to town. Vote 5-0. Motion carried.

Liquor Store: Hope had more paint colors for the liquor store after looking at all the paint colors and asking the public what they thought there was motion by Rich Jensen seconded by Hope Bauamn to paint the building Red. Vote 5-0 motion carried.

Maintenance report: Gary has had gotten a quote from Tonka water to come down and look at the filtrations plant and the media. This quote was $ 1500.00. this was only for them to come and look at it then they will give us a quote as how much it will cost repairs. The curbs on main street have been painted. Gary is working on getting the boy scouts to come and help finish the curbs. The county will be coming at the end of July to sealcoat main street. Ulland has not notified us as to when they are coming to do the 2 blocks and 10 frost boils.

It was brought up that Hwy 22 will be done in 2023 and Front street in 2022, and we will be looking at water on Hwy 22 and Water and Sewer on Front street. Gary was asked about the control panel for the water plant, he shared that it was still in the process of being built.

The subject of the A/C heating unit at the library came up as to what is going to happen to it as the city owns it.
There was a discussion as to installing it at the Community Center. Motion by Rich Jensen seconded by Jason Kluender. To move it to the Community Center. Vote 5-0, motion carried.

Clerk up date; The clerk will be gone the rest of the week to a conference in Duluth.

Mayor update: Mayor Goggin informed the council he too will also be at the conference in Duluth. He has been in contact again with UHD and they still have no idea when they will be able to provide a provider for a satellite clinic as they still need to fill one opening in the Wells Clinic

Motion to adjourn was made by Jason Kluender and seconded by Hope Bauman . Vote 5-0, mayor Goggin adjourned the meeting.
