KIESTER CITY COUNCIL REGULAR MEETING MINUTES
Tuesday November 13, 2018

The Kiester City council held a regular meeting on Tuesday November 13, 2018

Mayor Trytten called the meeting to order at 7:00 pm. Members present were, council Larry Dahleen Rick Stoneman, Rich Jensen, Jason Kluender, Gary Skartland, city clerk Doris Troll, Members from the public were; Trina Bendickson, Jan Engebretson, Marcia Dahleen, Christine Bowater, Michele Alphs, Marlin Anderson and Jacob Trytten.

Agenda: Motion to accept agenda with the addition of County Road 2 Parking, by Kluender seconded by Jensen vote 5-0 motion carried.

Council minutes: Motion to accept October 22, 2018 council and October 29 special meeting minutes by Jensen seconded by Kluender, vote 5-0 motion carried.

Claims: A motion by Dahleen seconded Kluender to approve the claims for a total of $ 141,324.92 Vote of 5-0 motion carried.

Financials: Motion by Dahleen seconded by Stoneman, vote 5-0 motion carried.

Past Due Water billing: Motion by Kluender seconded by Stoneman to shut off if not paid in full by 11-25-2018 Vote 5-0, motion carried.

Fire Department: Michele Alphs asked the council to approve the purchase of new pagers to replace some of their older ones. Motion by Stoneman seconded by Jensen vote 4-0, motion carried, Kluender abstained.

Public Input: Marcia had a quote form The Square Yard to replace the carpet in the old beauty shop. Gary and Rich Jensen were going to look at it an there will be a vote on this issue next meeting.

Animal Ordinances: There was a discussion as to the wording for the cat section of the ordinance. After a lengthy discussion There was motion by Trytten seconded by Jensen to have 91.02 read as follows
§ 91.02 DOGS AND CATS.
(A) Running at large prohibited. It shall be unlawful for the dog of any person who owns, harbors, or keeps a dog to run at large. A person, who owns, harbors, or keeps a dog which runs at large shall be guilty of a misdemeanor. Dogs on a leash and accompanied by a responsible person or accompanied by and under the control and direction of a responsible person, so as to be effectively restrained by leash, shall be permitted in streets or on public land unless the city has posted an area with signs reading “Dogs or Cats Prohibited.”

Vote 5-0, Motion carried.

Building Permits: motion to accept building permits from L Sunding, by Jensen seconded by Stoneman vote 5-0.

Canvasing of 2018 election: total registered voters at 7 am 297 registered that day 36 votes for Mayor: Goggin 139, Trytten 108, Council members 4-year term: Dahleen 129, Meyer 80, Kluender 177 write in 4. Motion by Jensen seconded by Kluender to make a resolution to accept the canvassing report as read by the clerk. Vote 5-0. Motion carried.

Maintenance report: Maguire Iron will be coming to look at the inside of the water tower. One of the panels at the water plant was damages when we had a power outage. They will sending a new panel. And it was discussed that the one we have installed was from 2002 and that we should looking at replacing more than just the panel. They will be sending Gary quotes as to the cost.

Clerk Update: The clerk asked if the council was going to give a 3% pay increase to the city staff, as was discussed earlier in the budget talks. Motion by Jensen seconded by Stoneman to give a 3% raise vote 5-0, motion carried.

Mayor update: We were informed that we have received a $ 10,000.00 grant from SMIF for Visioning Kiester.
Ther is going to be an informal meeting with Region 9 on Dec 8, 2018 for the public to share ideas as to use the monies.

Parking on County road 2. The county has asked the city to inform the residents that there is no parking on the
Streets until County road 2 has been plowed curb to curb. There was a conversation as to the possibility of putting signs stating no parking from Oct to April on County road. The city will make calls to the County to see what can be done.

Motion by Kluender seconded by Stoneman to adjourn the meeting. Vote carried 5-0.
