The Kiester City council held a regular meeting on Monday September 10, 2018


 Mayor Trytten called the meeting to order at 7:00 pm.  Members present were, council Larry Dahleen, Jason Kluender, Rich Jensen, Rick Stoneman maintenance Gary Skartland, city clerk Doris Troll, Members from the public were;  Marsha Dahleen, Judy Goggin, Rich Goggin, Jan Engbretson, Vicki Savick,  


Agenda: Motion to accept agenda with the addition of Library added by Jensen, seconded by Dahleen, vote 5-0 motion carried.


Council minutes: Motion to accept August 27, 2018 Council minutes with corrections by Dahleen seconded by Jensen, vote 5-0 motion carried.


Claims: A motion by Jensen seconded Dahleen to approve the claims for a total of $ 12717.474   Vote of 5-0 motion carried.    


Financials: Motion by Dahleen seconded by Kluender, vote 5-0 motion carried.


Past Due Water billing: Motion by Jensen seconded by Kluender to shut off if not paid in full by 8-20-2018. Vote 5-0, motion carried.


Public Input: Rich Goggin pointed out that on 2-26-2018 the council made a resolution to loan the Liquor Store $ 50,000.00.  However when the minutes for the 2-26-2018 meeting were approved, there was nothing in the minutes that stated the resolution was made. Marsha asked why the grocery store fund and the EDA fund were 2 separate fund items.  As it is all one building that houses both.



 Maintenance report:   Gary gave a list of items and costs that he has requested for next year. There was a discussion in regards to replacing the lawn mower, Gary presented the council with the two quotes. From Main Transport and Kibble after a discussion.  A motion by Dahleen seconded by Jensen to purchase the John Deere Z930M with trading the current one in, Vote 5-0, motion carried.


Preliminary Budget:  the council determined that the proposed budget be set at 10%. Motion by Stoneman, seconded by Dahleen vote 5-0, motion carried.


Crack Filler: the sealed bid was opened for the crack filler with it being from Curt Korn for $ 276.00 motion by Kluender seconded by Jensen to accept the bid, vote 5-0 motion carried.


Kiester Library:  Jason inquired to the fact that the library was selling items at Farming of Yesteryear as was concerned that the items were city property and they did not have the council approval.  It was mentioned that if the Friends of the Library were selling them, the city does not have a copy that states that they are a 5013c.

Stoneman was to contact Judy Meyer to get copies of the paperwork.


Clerk Update: the clerk had requested that all the council members look over the budget and give their written thoughts and numbers to the clerk by 9-14-2018 so that she and Larry may review them and adjust the budget as need.


The clerk also asked the council to set a meeting date for the public hearing in regards to the Liquor Store as stated by law when there is a 2 year in a row loss  it was set for 11-26-2018 at 7 pm at the Community Center for 7:00 pm  with the regular council meeting being moved to the Community Center and the council being paid for the special meeting as well as the regular council meeting.  Motion by Jensen seconded by Kluender for the changes, vote 5-0, motion carried.

Motion by Jensen seconded by Kluender to adjourn the meeting. Vote carried 5-0.
