The Kiester City council held a regular meeting on Monday June 25, 2018


Larry Dahleen  called the meeting to order at 7:00 pm.  Members present were  , council members Larry Dahleen, Rich Jensen, Jason Kluender,  Gary Skartland and  Clerk Doris Troll, Mayor Trytten and Rick Stoneman were absent. Members from the public in attendance were Marcia Dahleen


Agenda: Motion by Kluender seconded by Jensen to accept agenda. Vote 3-0 , motion carried.


Council minutes: Motion to accept June 11, 2018   by Jensen seconded by Kluender vote 3-0 motion carried.  


Claims: A motion by Jensen seconded by Kluender to approve the claims of $ 12,042.55,  Vote of 3-0 motion carried.    


Public input: There was a request to have the bathrooms at the retail center repainted. Motion by Jensen seconded by Kluender to let the Quilters’ cottage staff repaint the bathrooms, with all the paint and supplies to be purchased at State Line Farm and charged to the city. Vote 3-0, motion carried.


Coin Policy:  The clerk has received a water payment in pennies. When they were taken to the bank, she was given a list of the policies that the bank takes coins under,  She is asking the council to adopt the coin  policies  of First State Bank of Kiester.  So when she receives payment in coins in the future she has a policy to hand to the resident so they are aware of what has to be done, and that the resident so they are away if the bank wont accept the coins their payment will be shorted.

Motion by Kluender seconded by Jensen to accept the Banks policies for The City of Kiester to accept. Seconded by Jensen, vote 3-0, motion carried



Maintenance:  Gary reported that the generator is up and running at the lift station.  With all the rain that we have had he will be asking for a variance to do at least 2 more discharges that will be done outside of the normal discharge dates.  He also will be contacting Empire pipe to come and do the approved repairs. Adam went to the waste water seminars and when it came time for his testing he did not have is driver’s license on him therefore he was unable to take the waste water test that day.

For him to retake the test he will have to travel to the Twin Cities our up in northern Minnesota.

Larry volunteered to drive him to the test in the Twin Cities.  Gary was going to talk to Adam and Pollution control to what can be done. The roof at the retail center had been repaired.




Clerk update:  there will be a letter going out t all department heads with their current budget with revenue and expenses. For them to review and present their 2019 budget request to the city council.


Larry, shared information that was talked about at the League of Mn Cities conference.  


A motion to adjourn was made by Kluender seconded by Jensen, vote 3-0, motion carried.
