KIESTER CITY COUNCIL REGULAR MEETING MINUTES

The Kiester City council held a regular meeting on Monday November 13, 2017
Mayor Trytten called the meeting to order at 7:00 pm. Members present were Mayor Doug Trytten, council members Rick Stoneman, Larry Dahleen, Rich Jensen, Jason Kluender, Gary Skartland. Clerk Doris Troll, Members from the public in attendance were Marcia Dahleen.
Agenda: Motion by Kluender seconded by Dahleen to accept agenda with the addition of building permits. vote 5-0, motion carried.
Council minutes: Motion to accept the meeting minutes from 10-23-2017 by Jensen seconded by Kluender vote 5-0 motion carried.
Claims: A motion by Jensen seconded by Dahleen to approve the claims of $26315.38. vote of 5-0 motion carried.
Past Due water billing: Motion to shut off on 11-20-2017 unless full payment is made by Stoneman seconded by Jensen. Vote 5-0, motion carried
Building permits: motion by Kluender seconded by Stoneman to grant permits to R.Groggin. vote 5-0, motion carried
Public Input: Travis Lacore was present for the ambulance inform the council that they will be purchasing a 12 lead EKG machine early next year with the funds being from donations and grants that we have received and will continue to be looking for. There was as short in the lighting systems that had been repaired.
Maintenance report: as of today there has been 2 call on the plow truck but no bids have been placed . Gary was getting an estimate to do some patch work in town. Will be doing discharge of the ponds until end of the month. The snow fence will be put up when the farmers are done with harvest. We will be working on getting the generator at the water plant up and running before winter.
Gary has received a quote for a sander to go onto the payloader of $ 6000.00 Motion by Stoneman seconded by Jensen to purchase the sander. Vote 5-0 motion carried.
There was a discussion in regards to snow removal and cars, J & R towing will come down and tow for $150.00 per car, and the city would have to provide the space to store as well as collect the charges on the vehicles, there also was discussion as to how to get it out to the residents. No action was taken.
Budget talks: the council has discussion in regards to the budget with no final decision being made.
Clerk update: the clerks is continuing to work on the budget, as well as getting the checkbook balanced in the new system. One of the council members has requested that we get the auditor and Banyon down to explain why this is not working.
There was motion by Jensen seconded by Kleunder to adjourn the meeting. Vote carried 5-0.
