The Kiester City council held a regular meeting on Monday June 12, 2017.



Mayor Trytten called the meeting to order at 7:00 pm.  Members present were Mayor Doug Trytten, council members Rich Jensen, Jason Kluender, Rick Stoneman, Larry Dahleen, and Gary Skartland. Clerk Doris Troll,   Members from the public in attendance were  Marcia Dahleen,  Cecil Simonson, Cindy Scherb, Megan  Beyer, Nicholas Fure, Amanda Fure and Machelle Steinke.                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                          


Agenda: Motion to accept agenda with additions Ambulance, and removal of past due water bills.    Kluender seconded by Dahleen, vote 5-0 motion carried.


Council minutes: Motion to accept May 22, 2017 Council minutes by Jensen seconded by Kluender vote 5-0 motion carried.


Claims: A motion by Jensen seconded by Dahleen to approve the claims of $ 34.047.43 Vote of 5-0 motion carried.    


 Ambulance: Cindy Scherb was present to request permission to have the ambulance repainted in the areas that are needed due to rust and age. There was a motion by Stoneman to approve up to $9000.00 of general fund monies any cost over should come from an ambulance CD. Seconded by Jensen, vote 5-0, motion carried.


Empire pipe estimate for repair: this is regards to the holes that were found when they did the first set of video taping of the sewer lines this spring.  Motion to do the repairs and have the Lawyer contact Bevcomm for reimbursement was made by Jensen  seconded by Stoneman,  vote 5-0, motion carried.


Generator: there was a discussion in regards to the quote, Motion to purchase generator minus the LP tank was made by Kluender, seconded by Jensen, vote 5-0 motion carried.


Liquor Store: There was a discussion in regards to the balancing of the financial monies as to the cash registrar and the lottery sales.


Simonson property vacate: after a long discussion. Motion by Stoneman Seconded by Jensen to vacate the portion of the garage on the property that is in the city right of way.  Vote, 5-0 motion carried.


Maintenance report:    Empire pipe is 1/3 way through town on the sewer mapping.  2 water valves that need replacing on 6th street and will be done next week, Ullands will be her Monday June 19,2017 to overlay 6th street.  Minnesota Rural Water will be here early July to start the mapping of the water pipes.  The Kiester sign that is on the corner of Hwy 22 and  Cty  2 has no electoral running to it. Also the wooden welcome had been removed and would the city like to have it replaced.  The council told Gary to go ahead and spruce it up.


Clerk update: The clerk has had a conversation with the bank and they show no record of a third signature on record. Due to this a motion to ass add Larry Dahleen (Vice Council President) to the signature card had been made by Jensen and Seconded by Stoneman, vote 4-0, motion carried with Dahleen abstaining from vote.  The Clerk will be out of the office from Wed 6-14 to Friday 6-16 to attend the League of Minnesota Cities conference.  Greg Burkhardt will be Tuesday 6-13 to see work with Doris to make sure we are all on the same page for the running of the new program.   


Here was motion by Kluender seconded by Dahleen to adjourn the meeting. Vote carried 5-0.
