The Kiester City council held a regular meeting on Monday May 22, 2017.


Mayor Trytten called the meeting to order at 7:00 pm.  Members present were Mayor Doug Trytten, council members Rich Jensen, , Larry Dahleen, Jason Kluender, Gary Skartland, and Doris Troll Clerk.  Rick Stoneman was absent. Members from the public in attendance were  Marcia Dahleen, Leigh Anne Gonsalez, Shane Steinke, Carol Rinehardt, Zach Rinehardt, John Barrett.                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                              


Agenda: Motion to accept agenda Jensen, seconded by Kluender vote 4-0 motion carried.


Council minutes: Motion to accept May 8 2017 Council minutes by Jensen seconded by Dahleen vote 4-0 motion carried.


Claims: A motion by Kluender seconded by Dahleen to approve the claims of $ 26,179.75 Vote of 4-0 motion carried.  


Building permits: Motion by Jensen seconded by Kluender to approve the building permit for M. Korn, vote 4-0, motion carried.


Generator presentation: John Barrett of Power on demand, gave the council a presentation in regards to purchasing a generator for the lift station. No action taken.


Berma’s: Shane Steinke was here to request that the street be blocked of for Kiester days on Friday June 23, 2017 from around 7 pm to 1 pm . with the use of the picnic tables. Motion by Jensen seconded by Kluender to close main street down and let Berma’s use the picnic tables. Vote 4-0, motion carried.


Kiester Legion: Rich Jensen made a request for the Legion to block the street for their street dance on Saturday 6-24-2017. Motion to allow 5th street to be blocked off by Kluender seconded by Dahleen, vote 4-0, motion carried.


 Public input: Leanne Gonsalez has requested the use of the picnic tables on Saturday June 10, 2017. There was a motion by Jensen seconded by Kluender to let Gonsalez use the tables, vote 4-0, motion carried.


Carol Reinhart was present to request from the council as to the outside for profit vendors that will be coming for Kiester days if the city wanted to charge for the use of the electricity.  The had chosen to not charge any fees for the use of the electricity in the Park.


Advertising on the Kiester Web Site: It was brought to the attention of the council that some of the business are advertising on the web site and some are not. With the concern that not all business know that they could advertise on the web site. The council asked Doris to make sure that dawn was aware that all the business in town can advertise on the web site.





Maintenance report:  Gary shared the bid for the repair of the pipe that Empire had sent over.

Bernie Schultz has cut down the trees in the boulevards.  Gary pickup of black top to fill in pot holes.

The lighted sign is now set up at the liquor store.  



Clerk update: The owner of the houses on 2nd street has contacted me in regards to the properties.

The Dog clinic went ok.  I know there are still dogs out there that should have been licensed and have not done so.

Garbage Pickup: the clerk has received a call form Waste management in regards to the new contract. Did the council want me to go ahead and get the new bag/ cart program contract signed and sent back?  The Clerk told Waste Management that the contract could not start until Sept 1, 2017 that way it gives us time to notify the residents. The clerk was given the ok to go ahead with the new contract.


There needs to be a resolution made to open a separate lottery account. For better tracking of profit and loss.


There was a motion by Dahleen seconded by Kluender to set up a spate checking account with a starting balance of $ 1000.00 with signers on the account be whomever is the current clerk and the current mayor.

Vote 4-0 resolution carried.    


There was motion to adjourn by Jensen  seconded by Kluender . Vote. 4-0, motion carried.
