KIESTER CITY COUNCIL REGULAR MEETING MINUTES
March 27. 2017

The Kiester City council held a regular meeting on Monday March 27, 2017.
Mayor Trytten called the meeting to order at 7:00 pm. Members present were Mayor Doug Trytten, council members Rich Jensen, Jason Kluender, Rick Stoneman, Larry Dahleen, Doris Troll Clerk, Gary Skartland Members of the public were Marcia Dahleen, Paul Wynia.
Agenda: Motion to accept agenda with additions of League of MN Conference, Dogs, and Council Schedule by Kluender, seconded by Stoneman, vote 5-0 motion carried.
Council minutes: Motion to accept March 13, 2017 Council minutes with corrections by Dahleen seconded by Stoneman vote 5-0 motion carried.
Claims: A motion by Jensen seconded Dahleen to approve the claims of
$ 10,9050.82 Vote of 5-0 motion carried.
Building Permits: Motion by Jenson seconded by Stoneman to approve building permit for M Alphs, and P Wynia. Vote 5-0 motion carried.
Garbage: there was a motion to keep Waste Management with the bagged and cart service both by Jensen seconded by Kluender vote 5-0, motion carried.
Liquor Store: Rick presented the council with a quote for a lighted sign for the Liquor Store, he will continue to look to see if there is not something that would work better for us. Also the staff will be working with Kreiger Beverage for signage and sales ideas.
Quilters Cottage: Connie would like to go a month to month basis with the city on the rent for the space she currently has. There was a motion by Jensen to leave the rent as is per month with a 60 notice on either party for vacating the premises seconded by Kluender, vote 5-0, motion carried.
Maintenance Report: Gary has contacted Empire Pipe and with will be coming early April to to the mapping of the
6 street sewer lines. 6Th Street sewer lines.
Teri Roth will be coming from the MN Pollution Control to inspect the ponds and the lift station.
Mark Daly, says that Main street is not set for recoating until 2018.
Legislative Conference update that there are bills to help town of under 5000 with street monies. They also want the turn back the LGS amounts that the cities get to the 2004-2005 levels which would mean another 53 million dollars to be given to the cities. They are also working on passing a bill that the city would not have to pay sales tax on snow removal equipment.
Dogs: There has been residents that have been complaining of loose dogs running in town, the council has advised the clerk to send a letter to every home in regards to the regulations that we have in place that need to be followed.
Meeting changes: it was determined that the April 10 meeting would be changed to April 11 at 6:30 due to scheduling conflicts that involve more than one council member.
Clerk Update: Paying the councilmen for work that they may do, especially in regards to the snow removal. Doug states that there are state statues that they may get paid if the choose. This would take effect going forward.
The clerk also asked the council how they wanted it to be handled when she would leave the office to on a call. They determined that the city would pay you time when on a call.
Here was motion by Kluender seconded by Jensen to adjourn the meeting. Vote carried 5-0.
