OVERVIEW
The City of Kiester has allocated $24,000 in CARES Act Funds to be distributed by the Kiester EDA to small businesses in the form of an economic relief grant. Businesses are eligible for up to $3,000. These funds can be used to provide emergency assistance to businesses who were adversely impacted by the COVID-19 pandemic or mandatory shutdowns.

PROGRAM POLICIES
1. Grants will be awarded to small businesses that prove they were adversely impacted by the COVID-19 pandemic or mandatory shutdowns.
2. Small businesses are defined as having fewer than 50 employees, and less than $5 million in annual revenue.
3. The business must be for-profit, have a physical location in Kiester, and have been in existence before March 15, 2020.
4. Home based businesses are not eligible, with the exception in-home daycare businesses.
5. Only one application per business will be accepted, and businesses are eligible to receive up to $3,000.
6. All awarded grants are subject to an audit.
7. Recipients must comply with all Federal and State CARES Act fund guidelines. They can be found at https://home.treasury.gov/policy-issues/cares.
8. All expenses must have been incurred between March 15, 2020 and November 15, 2020.

9. The City of Kiester EDA reserves the right to change its program guidelines and/or application at any time.
10. The City of Kiester EDA reserves the right to ask for additional information for any reason and to reject or modify any application or portions thereof that do not meet the guidelines or application process requirements. Incomplete applications will not be considered.
Eligible Expenses Ineligible Expenses
• Costs associated with re-opening, such as sanitizer, cleaning products, plexi-glass barriers, and masks
• Costs associated with adapting to COVID-19-related operating restrictions
• Costs associated with operating expenses such as utility bills, mortgage payments, rent payments, payments to suppliers, and spoiled inventory
• Other necessary expenditures as deemed appropriate by the CARES Act, and the City of Kiester EDA • Property taxes
• Any expense that has not been accrued between March 15, 2020 – November 15, 2020
• Any expense not connected directly to COVID-19 response

APPLICATION REVIEW
The grant application review process involves examination of the application including plans and specifications of the project by the Kiester EDA, who will make the final decision on the grant awards.

• The first round of applications will be reviewed by the Kiester EDA on October 26th, 2020. To be considered for the October 26th review, applications must be received by October 23rd at 5pm.

• If additional funds are become available or authorized, there will be a second grant review period. Valid applications will be funded in order of receipt. Applications will be awarded until the program cap of $24,000 is reached. Additional applications will be kept in order of receipt should additional funding become available.
